You can already do that, no?

In the Test tab, create your test structure(folders) (that will give you a perspective of all existing test cases for your product), then associate your test cases with that structure (Field called folders in the test case).

Then Create a Test Cycle by querying that Folder path and it will automatically get you all test cases linked to that folder and now you have a Test Cycle that is dynamic.
